I don’t think it’s just me.  This dog has a grasping claw.

Took a walk around Roosevelt Island (formerly Welfare Island and, before that, Blackwell Island) and found this little thing at the northern tip:

It would not have occurred to me, as it did these folks, to attempt an external ascent:
